📦 What products are covered by the PMCB EPR?
The construction products and materials (PMCB) are covered by the EPR.
🧭Context
The family of Construction Products and Materials (PMCB) is part of the sectors subject to Extended Producer Responsibility, established by the Anti-Waste Law for a Circular Economy (AGEC). It has been in effect since January 1, 2023.
All products and materials covered fall into 2 categories:
Category 1 (inert): concrete, tiles, ceramics, slates, aggregates... ➡️managed by Ecominéro.
Category 2 (non-inert): wood, metals, plastics, insulation, plaster, mortars, carpentry containing glass, bituminous membranes, etc. ➡ managed by Ecomaison.
Since September 30, 2022, Ecomaison has been approved by public authorities for non-inert products and materials (wood, metals, carpentry, plaster...).
To cover both categories of materials, inert and non-inert, Ecomaison has signed a partnership with Ecominéro, approved by the State for inert materials, to offer a one-stop-shop for both categories of products and materials.
🎯 Challenges
The PMCB sector was created to address the following challenges:
Strengthen source separation, in line with the “7-flows decree,” and facilitate collection. About 40% of construction waste was still collected mixed in 2019.
Increase recycling and recovery performance
Fight against illegal dumping
Improve waste traceability
Promote reuse and encourage ecodesign
📖 OCAB, the coordinating body for the Building sector
In addition to Ecomaison, three other eco-organizations are approved for the Building sector. To coordinate their work and allocate their obligations, an approved coordinating body dedicated to the Building sector, the OCAB, has been created. Its purpose is to offer a facilitating solution to:
Local authorities, by offering them a single point of contact for their contracts with eco-organizations;
Construction professionals, particularly through the development of common and harmonized waste sorting instructions and by providing a map of collection points;
Private individuals holding construction waste who, via the map, can easily find a site to dispose of their construction waste.
